Targeting the key policy issues in global maritime

Shipping is a global industry operating under international law. At MISA, we actively engage at national, European, and international level to ensure that regulation affecting shipping is coherent, proportionate, predictable and globally aligned.

Our policy positions are articulated through formal submissions, public statements, participation in European and international fora, and engagement with authorities, including through ECSA and ICS.

MISA advocates for safe, secure, and competitive shipping and for a high-quality, internationally respected Malta shipping jurisdiction. Our approach is practical and solutions-driven: regulation must be workable, aligned internationally, and implemented in a way that supports competitiveness while maintaining high standards. 

Our advocacy is grounded in multilateralism, respect for international law, and the principle that a global industry requires global rules. In an increasingly fragmented and geopolitically complex environment, MISA consistently warns against unilateral and regional measures that risk undermining legal certainty, safety, competitiveness and connectivity.

Our work

Our core mandate is to champion a regulatory environment that supports sustainable growth, safety, and competitiveness. MISA actively engages with the Malta Transport Authority (Transport Malta) and government ministries to shape national legislation.

 

Through its affiliations with ECSA and ICS, MISA ensures that the perspectives and specific needs of Malta-flagged vessel operators are taken into account in international maritime policy-making.

 

MISA actively participates in shaping maritime policies by:

 

  • Collaborating with Maltese authorities and international organisations.

  • Representing members' interests at EU and UN meetings.

  • Contributing to discussions on global maritime issues, including safety, environmental protection, and sustainable development.

Six Pillars

MISA’s policy work is built around six pillars:

Pillar 1 — Competitiveness & a level playing field

 

European shipping is vital for Europe’s resilience, trade autonomy, and security. Policy must preserve global competitiveness. We advocate for global regulatory alignment, predictability in support frameworks, and recognition of shipping as the backbone of the wider maritime cluster.

 

Pillar 2 — Energy transition & maritime fuel infrastructure

 

Shipping’s energy transition needs collaboration across the value chain, requiring global availability of safe, affordable alternative marine fuels and infrastructure. We advocate for accelerating fuel infrastructure and availability, enabling investment frameworks, and supporting initiatives like Clean Energy Marine Hubs.

 

Pillar 3 — Ports, logistics & short-sea competitiveness

 

Ports and logistics are key to decarbonisation and resilience. We advocate for port infrastructure investment (including alternative fuels and onshore power), streamlining reporting and harmonising procedures (like the European Maritime Single Window), and safeguarding short-sea shipping to prevent modal shift.

 

Pillar 4 — Regulation, taxation & frameworks that underpin shipping in Europe

 

Shipping requires regulatory stability and internationally compatible frameworks. We advocate for predictability in fiscal and legal frameworks, maintaining competitiveness tools (including EU maritime state aid guidelines stability), and practical, proportionate compliance systems.

 

Pillar 5 — Safety, security & freedom of navigation

 

Safe and secure shipping is the foundation of global trade. We advocate for protecting freedom of navigation, strong international coordination to reduce risks, and recognition of seafarers and merchant shipping as essential to economic stability.

 

Pillar 6 — The human element: skills, careers, welfare & diversity

 

Shipping depends on its people. We advocate for seafarer welfare and fair labour standards, greater diversity and inclusion, and visible promotion of maritime careers with active engagement to build a better skills pipeline.
